2011 Revaluation Process in Manchester CT

 

The Town of Manchester CT is in the process of conducting a "full, measure and list" revaluation of property for its 2012 assessment.  The town's assessor's office has been conducting revaluation workshops to educate the public about what is involved and welcomes questions at 860-647-3011.  They are also willing to schedule additional workshops for any local or civic organization that requests one.

 

The 2011 revaluation process consists of five steps:

  • Data Collection
  • Market Analysis
  • Valuation
  • Field Review
  • Informal Hearings

Currently, properties are being visited and remeasured to provide new data on all properties. The 2006 revaluation was not a full one, so this year's will provide more consistent data.  That information will be used, along with sales data and statistics, to come up with the new assessment. 

 

Here is the timeline for the steps:

  • Visit and remeasure properties - ongoing since April 2010
  • Notice of new assessment - November 2011
  • Final assessment - January/February 2012
  • Filing of appeal - no later than February 21, 2012
  • Board of Assessment Appeal Hearings - March and April 2012

 

When homeowners receive their notice of new assessment, they will be able to compare it to the 2006 revaluation (which was not a full, measure, and list revaluation).  If they have questions, concerns, or disagreements, they are encouraged to contact Vision Appraisal to set up an informal hearing.

The best time to dispute and question an assessment is at the informal hearing, before the final assessment is sent.  However, whether or not a homeowner has an informal hearing, anyone can file for an appeal, but it must be done by February 21, 2012.
